The following roles can access the Builder:
Project Owner can access the Builder App, add entities, set up security for project runtime and publish the project.
System Admin can perform all the tasks of a Project Owner. Additionally, the System Admin can see the Service Audit logs.
Deploy Admin can deploy a project. Note that you need this role in both the source and target environments. This is an add-on role to the Project Admin role. A Project Admin who also has Deploy Admin role can publish the project to the higher environment. A person having only Deploy Admin role cannot do anything.
